  4. MEMBERSHIP      
   
  4.1 Membership of the Society shall consist of:   Eligibility for
Membership
 
       
    (a)
Founder Member, which is the Amalgamated Union of Public Employees;
   
     
    (b)
Institutional Member, which is opened to the trade unions and co-operative societies;
     
     
    (c)
Ordinary Member who holds a minimum of twenty-five shares and pays subscriptions in accordance with the By-law; and
     
     
    (d)
Associate Member who holds a minimum of twenty-five shares and pays subscriptions in accordance with the By-laws.

  4.2
Any person, applying to be, an Ordinary, or Associate Member, shall:
     
     
    (a) not be below the age of 16 years;      
     
    (b) be of good character;      
     
    (c)
be citizen of Singapore or resident in Singapore;
     
   
    (d)
be a civil servant or employee of a Statutory Board or such other institutions established by the Government; or a member or employee of the Founder Member or Institutional Member or organisations founded or owned by the Founder Member or Institutional Member or a member or employee of any other organisation or institution as approved by the Registrar.

    (e) not be legally or mentally disabled;      
     
    (f) not be an undischarged bankrupt; and      
     
    (g)
not be person against whom a conviction stands for an offence punishable with imprisonment;
     
     
    (h)
be Spouse. Sibling or Parent of an Ordinary Member or an Ordinary Member who has retired/resigned from service, in the case of an Associate Member;

  4.3
Application for membership shall be submitted on prescribed form duly completed and sent to the registered address of the Society.

  4.4
The Board shall have power to approve or reject any application without assigning any reason therefore provided that an applicant so rejected may appeal in writing to a general meeting of the Society.

  4.5
For the admission to membership by a general meeting, a majority of two-thirds of those present and voting shall be necessary.
     
     
  4.6
The election or rejection of any application shall be notified to such applicant without delay.
     
     
  4.7
Every member who has been elected to the membership of the Society shall, on payment of the entrance fee and the minimum share-holding be deemed to have acquired all the rights, duties and liabilities of a member of the Society as laid down in the By-laws.

  4.8
Every member shall, on admission, be provided with a copy of the By-laws free of charge. Extra copies of the By-laws may be obtained on payment of $2.00 per copy. Statement of account shall be sent to every member at least once a year.

  4.9
Every Ordinary or Associate Member shall in writing nominate one or more persons in the presence of at least two witnesses to whom sums due to him shall be paid on his death. Any change in the address or particulars of his nominee shall be notified to the Society.

  4.10 Every member shall undertake:      
     
    (a)
to free himself as soon as possible from all debts contracted prior to his joining the Society;

    (b)
to furnish the Society with a full and true statement of his liabilities at the time of the application for admission;
     
     
    (c)
to refrain from borrowing except from or with the consent of the Society;
     
     
    (d)
not to stand surety for any loan except with the consent of the Society;
     
     
    (e)
to notify the Secretary of his address, to which all notices posted or sent shall be deemed to have been duly served; and
     
     
    (f)
to authorise in writing the deduction from his salary of all payment due from him to the Society and the remittance of the same to the society by his employer.

  4.11.1
Every Ordinary Member shall, unless otherwise disqualified under the Act or the By-laws have the right to:

    (a)
exercise such voting powers as are specified in the By-laws;
     
     
    (b)
avail himself of all services of the Society;
     
     
    (c)
stand for election or nominate such number of officers to office subject to the provisions of these By-laws;
     
     
    (d)
co-opt or be co-opted to hold office in the Society as the case may be;
     
     
    (e)
participate at a general meeting; and
     
     
    (f)
enjoy all other rights provided under the By­laws.
     
     
  4.11.2
Associate Members shall be eligible for services and benefits provided by the Society.

  4.12
The liability of a member present or past, of the Society shall not exceed the nominal value of the shares held or subscribed by him and the nominal value of any bonus shares held by him. The liability of a past member for the debts of the Society as they existed on the date on which he ceased to be a member shall not continue for a period of more than two years reckoned from that date.
