Being a Member

All civil servants and employees in the statutory boards listed on our website are eligible to join the union.

There are two categories of membership:

  1. Ordinary members (OB); and
  2. General Branch Member (GB)

Ordinary members (OB)

You may join as an Ordinary Member if you are not an employee in the Special Category.

What is Special Category?

A Special Category of civil servants has been defined as below. They have influence on key personnel functions such as recruitment, promotion and discipline, or are involved in labour management. This category covers officers from senior management and staff from personnel departments, viz.:

  1. all Superscale officers
  2. all Administrative Officers; and
  3. all officers handling sensitive and confidential personnel portfolios, as determined by their respective ministries, and would include officers:
    • having direct authority or substantial influence on hiring, firing, promotion, transfer, reward or discipline of other employees;
    • having access to confidential information relating to labour management matters and policies, and having responsibility to represent the interest of the employer in labour management or personnel matters;
    • having duties and responsibilities which may bring them into conflict with any union affiliation they may have.

General Branch members (GB)

You may join as a General Branch Member if you are an employee in the Special Category.

If your appointment changes either to or from that of Special Category, you may apply to convert from OB to GB and vice versa.
